Buenos Aires uses Argentina Time (ART), three hours behind UTC, all year. The whole country shares that single time, from the subtropical north to Tierra del Fuego, and there are no clock changes. São Paulo and Montevideo are on the same time. Santiago, across the Andes, is one hour behind during the Chilean winter and level with Buenos Aires during the Chilean summer.

A clock that runs ahead of the sun

By its longitude, 58 degrees west, Buenos Aires belongs in the UTC−4 band. Keeping UTC−3 means that the sun is highest at about 13:00 instead of noon, mornings stay dark longer and evenings stay light. In Mendoza, close to the Andes, solar noon comes after 13:30. That shift is one reason daily life runs late by international standards, with dinner commonly served after 21:00.

Summer time, tried and dropped

Argentina has switched summer time on and off many times. The most recent attempt covered the summers of 2007–08 and 2008–09, during an energy shortage; several provinces refused to take part in the second year, and the measure has not returned since 2009. The gap to cities that do change therefore varies: New York is two hours behind in the northern winter and one hour behind in summer, and Madrid is four hours ahead in winter and five in summer.
